Purchase register vs GSTR-2B: how to tie them out before you claim credit

Input tax credit is the largest number on most purchase registers, and since January 2022 it follows GSTR-2B, not your books. If the two disagree, the difference is either money you cannot claim yet or money you forgot to claim. A month-end tie-out finds it in an afternoon, if you know what to look for.

General information, not professional advice. GST rules, rates and due dates change by notification. Check the current position on the GST Portal or with your CA before you act on anything here.

The short version

  • Credit can be claimed only for invoices the supplier has reported and GSTN shows in your GSTR-2B (section 16(2)(aa)), so the books alone are not the claim.
  • Tie out into three lists: in 2B but not in your books, in your books but not in 2B, and in both but different.
  • On a typical month the difference nets to a small number but hides large movements. Always look at the lists, not the net.
  • In AawazAI you upload the GSTR-2B JSON you downloaded and it is set against your purchases as an audit check. It reads a file and changes nothing, claims nothing and files nothing.
  • Your CA claims the credit in GSTR-3B. This is the tie-out you hand them.

The rule that makes this necessary

Credit is available only if, among other conditions, you hold the tax invoice, you have received the goods or services, the supplier has actually paid the tax, and, since 1 January 2022, the supplier's invoice details appear in your GSTR-2B (section 16(2)(aa) of the CGST Act). GSTR-2B is the statement GSTN drafts for you on the 14th of the following month from your suppliers' filings. It is static once generated, which is why it is the document a notice quotes. There is also an outer time limit, set by section 16(4), after which credit for a year's invoice is lost; check the current date on the portal. The full conditions are in input tax credit rules.

Two more things tighten this. If you do not pay a supplier within 180 days of the invoice, the credit is to be reversed. And interest at 18% a year applies to credit wrongly availed and utilised, so a claim made early to "match the books" is not free.

The three lists

  • In 2B, not in your books. The supplier reported it, you never recorded it. The usual cause is a bill in a drawer or a chat. The fix is to book it. The credit is real.
  • In your books, not in 2B. You have the bill, the supplier has not reported it (or reported it late). Do not claim it this month. Chase the supplier; it appears in a later 2B and you claim it then.
  • In both, but different. Same bill, different value, tax or GSTIN. Usually a typing slip on one side. Decide who is right; if the supplier is wrong, they amend in their GSTR-1.

A month in lakhs

Meridian Fasteners Pvt Ltd (Maharashtra, sample data) has four live supplier bills in October 2026 plus one missing. The credit its books took, against what 2B shows:

Supplier and billBooks ITC (₹)2B ITC (₹)Finding
Kaveri Industrial, KIS/26-27/0412, IGST1,11,6001,11,600Matched
Western Alloys LLP, WA/1187, CGST + SGST61,20061,200Matched
Western Alloys LLP, WA/119036,00039,600Differs
Rajdhani Packaging, RP-2291, IGST33,3000Not in 2B
Sunrise Metal Traders, SMT/0933, CGST + SGST037,800Not in books
Total2,42,1002,50,200₹8,100

The net gap is only ₹8,100, which looks harmless. Underneath it are three movements: ₹37,800 of real credit to book (Sunrise), ₹33,300 that must not be claimed yet (Rajdhani, whose bill is ₹1,85,000 taxable at 18% IGST), and a ₹3,600 difference on WA/1190 where the books show a taxable value of ₹2,00,000 and 2B shows ₹2,20,000. That last one needs a decision: either the books are short on value, or the supplier has overstated the bill. The net hides all of it, which is why the lists matter more than the total.

Why bills fall out

  • The supplier files GSTR-1 late, or reports through the quarterly route, so the bill lands in a later 2B.
  • An invoice number typed with a different separator, a leading zero, or a slash for a hyphen. Matching normalises these; people do not.
  • The invoice date falls in a different month on the two sides.
  • The supplier entered the wrong GSTIN, or you did. The same number and money under a different supplier GSTIN is a mismatch, not a new bill.
  • Credit notes and amendments, which 2B shows separately.
  • Reverse charge and import entries, which follow different rules (reverse charge).
  • Credit that 2B shows as available but the law blocks under section 17(5). 2B reflects what suppliers reported, not what you may claim.

The portal's invoice management

The GST portal's Invoice Management System lets you accept, reject or keep pending each inward document, and what you do there before 2B is generated shapes what 2B shows. The 57th GST Council recommended rules around it, which are not law yet (what was proposed). Treat the portal as the final word on how your actions there affect your 2B.

How AawazAI runs the check

In Reports, under the documents for your CA, the audit-readiness screen takes outside evidence: the GSTR-2B JSON you downloaded from the portal, and optionally a bank statement or your filed GSTR-1 and GSTR-3B. Your B2B invoices in 2B are set against the purchases booked under that GSTIN, matched on supplier GSTIN plus bill number with separators and case ignored. The findings use plain titles:

  • In your GSTR-2B, not in your books. Each finding has a fix link.
  • GST credit taken, but GSTR-2B does not support it. The bill is in no uploaded 2B, or its 2B row says credit is not available.
  • Bill differs between GSTR-2B and your books. Shows both sets of figures side by side.

It is strictly an audit comparison. It makes no portal call, claims nothing, books nothing, and does not change your GSTR-3B figures. Credit notes and amendments in the file are counted, not compared. What it gives you is the list to take to your CA. For the CA's own side of this work, see GSTR-2B reconciliation, explained.

What to do with each list

ListDo this
In 2B, not in booksFind the bill, scan or enter it, and the credit is ready for the CA to claim this month
In books, not in 2BTell your CA not to claim it yet; ask the supplier to report it; claim in the month it appears
DifferentOpen the purchase, correct your side if it is wrong; if the supplier's figures are wrong, ask them to amend their GSTR-1

Cleaner purchase entries make all of this shorter. That is the point of checking a bill as it arrives, and of keeping the bills themselves (what to keep and for how long).

What this does not do

AawazAI does not pull your GSTR-2B from the portal for you, does not claim credit, and does not file a return. It prepares the purchase register and the comparison; your CA decides the claim and files. The GST page lists exactly which documents are prepared.

Tie out last month's purchases

Download your GSTR-2B JSON from the portal, upload it on the audit-readiness screen, and read the three lists before your CA files.

Frequently asked questions

Can I claim input tax credit on a bill that is not in my GSTR-2B?

Not safely. Since 1 January 2022, section 16(2)(aa) ties credit to the supplier's invoice details appearing in your GSTR-2B. Hold the credit, chase the supplier, and claim in the month it appears.

When is GSTR-2B generated?

On the 14th of the month following the tax period. It is static once generated, which makes it the right document to reconcile against.

Why does the books-versus-2B difference look small but matter?

Because a few large movements can net out. In the sample month, ₹37,800 to add, ₹33,300 to hold back and a ₹3,600 value difference net to just ₹8,100. Always work from the three lists.

Does AawazAI pull GSTR-2B from the GST portal?

No. You upload the 2B JSON you downloaded, and AawazAI sets its invoices against your purchases as an audit comparison. It reads a file, makes no portal call, and claims or books nothing.

Does AawazAI file GSTR-3B for me?

No. It prepares the documents your CA files from. The comparison here does not change any GSTR-3B figure.
